Call for Quality Assurance External Evaluator

Erasmus+ CBHE Project D-TIDE

Terms of Reference
Erasmus+ CBHE Project D-TIDE-KG/Digital Transformation of inclusive Doctoral Education in Kyrgyzstan to provide an independent review, including recommendations, on the achievements of the project implementation and the overall performance against plans and objectives.

In lieu of an individual expert, the Consortium will consider applications and proposals by organizations (companies, agencies, foundation) specialized in monitoring and evaluating educational projects at the European level. The proposal by the organization has to identify the name of the staff (individual expert(s) who will perform the assignment. Overall the staff has to demonstrate the skills and experience required for individual EQE. The fee mentioned in this Terms of References is intended as maximum contract value for the engagement as EQE, being the contract assigned to an individual expert or an organization.

1.Summary of D-TIDE-KG project
The D-TIDE-KG project addresses the need for equitable, high-quality doctoral education through digital technologies in Kyrgyzstan. Collaborating with the Ministry of Education and Science (MES), the project aims to transform PhD education by digitalizing programs and enhancing accessibility for remote regions.

Key objectives

1. Digital transformation via the development of an IT platform to create and pilot digital PhD programs
2. Harmonization of doctoral programs with EHEA and Bologna Process standards
3. Capacity building via training of academic and administrative staff
4. Fostering partnerships between Kyrgyz and European institutions
5. Strengthening governance frameworks and integrating digital doctoral education into national strategies

Expected outcomes
- Development of a needs-based IT platform
- Deployment of 10 digitalized PhD programs
- Training of 100 staff members
- Enrollment of 100 doctoral students in pilot programs
- Revision of 3 national policy documents
- Creation of a sustainability plan

1.Expertise and skills required for the external evaluator
Qualification.
The candidate must have at least an MSc degree in any are, but Educational Sciences is preferable.

Skills and experience
EQE has to demonstrate some relevant skills, including:

-Proven professional experience in the evaluation process and monitoring process of international collaborative projects (previous experience in EU-funded project is an asset)
-Understanding of quality processes, expected activities, outputs, and quality review processes;
-Knowledge of the Bologna process, Erasmus+ projects, HE system, Quality Assurance (ESG);
-Regional and partner country expertise, partner country’s Financial Autonomy of HEI’s system knowledge;
-Language skills (advance knowledge of English and Russian);
-Ability to effectively communicate evaluation results and feedback;
-To provide a professional and independent review, the individual EQE shall not have any concurrent contractual engagement with the consortium members.

2. Tasks and Deliverables
Tasks
-to review D-TIDE-KG processes and products, according to the evaluation criteria of relevance and fulfilment of objectives, development effectiveness, impact, and sustainability for project evaluation;
-to provide a training to Quality Assurance Group in May, 2026;
-to prepare the intermediate (on Months 12 and 18) and final (on Month 36) external evaluation reports;
-each 6 months to provide feedback in the form of online sessions on quality assurance processes and methodologies to the project consortium members.

Deliverables
-Mid-term report about project implementation provides an external perspective to achievements so far reached and the overall performance of the Project against plans and objectives; it also provides recommendations on the various aspects of Project implementation, including quality of the deliverables, consortium working relations, internal communication, processes, results, etc.
-Final Report ensures an external and professional perspectives into project process and results and captures the overall quality of the project in all its aspects. It also provides valuable lessons learned and good practices to inform partners’ work in further exploiting project results beyond its lifetime.
-A series of feedback sessions provided for the D-TIDE-KG consortium members will strengthen the implementation of the project activities.

Conditions for the service
EQE is provided full access to all project documentation to empower her/him carry out a thorough assessment of the project. EQE undertakes to carry out the required service within the specifies timeframe. EQE agrees to maintain the confidentiality of date generated or disclosed during the provision of the needed service.

3.Total Fee
The total fee for the engagement of the EQE is up to 4,000.00 EUR with all taxes included.

4.Deadline and requirements for the application

The Erasmus+ Capacity Building in Higher Education project D-TIDE — Digital Transformation of Inclusive Doctoral Education in Kyrgyzstan announces an open call for an External Quality Assurance Evaluator (EQE) — individual expert or specialized organization — to conduct an independent review of project implementation and results.

About the Project
D-TIDE aims to modernize and digitalize doctoral education in Kyrgyzstan by developing inclusive digital PhD programs, strengthening governance, and aligning doctoral education with EHEA and Bologna Process standards. The project works closely with universities and the Ministry of Education and Science to improve accessibility and quality, especially for remote regions.

Key Project Targets
• Development of a needs-based IT platform for digital PhD programs
• Launch of 10 digitalized doctoral programs
• Training of 100 academic and administrative staff
• Enrollment of 100 doctoral students in pilot programs
• Revision of national policy documents
• Creation of a long-term sustainability plan

Evaluator Tasks
• Review project processes, outputs, and results
• Assess relevance, effectiveness, impact, and sustainability
• Prepare mid-term and final evaluation reports
• Deliver QA training for the project group (May 2026)
• Conduct online QA feedback sessions every 6 months
• Provide practical recommendations to strengthen implementation and outcomes

Required Profile
• Minimum MSc degree (Educational Sciences preferred)
• Experience in evaluation/monitoring of international or EU-funded education projects
• Knowledge of Erasmus+, Bologna Process, ESG quality standards, and HE systems
• Strong analytical and reporting skills
• Advanced English and Russian
• No current contractual involvement with consortium members
